"The experience of the past two recessions suggests that Illinois community college enrollments rose because of the decline in economic activity. For public and NFPP colleges and universities the experience sends a less clear message but there is some evidence that enrollments were boosted at least slightly (or at least not diminished) by recessionary declines in employment and economic activity".
