The authors examine the ways COVID-19 mitigation policies affected state courts during the pandemic and highlight areas where changes intended to keep courts functioning led to uneven access. The report draws its findings from surveys and focus groups that included litigants, lawyers, judges and court personnel.

As state and federal eviction moratoriums expire, millions of people across the country face the possibility of losing their homes, and the disparate impact of COVID-19 on women's economic prospects makes them especially vulnerable to eviction. This Policy Spotlight illustrates how everyday gender disparities contribute to housing instability for women and describes how COVID-19 amplified these disparities. The authors offer suggestions for policymakers looking to not only stem the coming wave of evictions but also to help women and families find long-term stability.

This Policy Spotlight explores the impact of the COVID-19 in the state’s prisons and jails and on the communities where they are located. It examines cases of correctional facilities across the country that have become hotspots for COVID-19 infections and compares with the situation in Illinois, where the confirmed rate of COVID-19 cases in some correctional settings is significantly higher than the rate in the state’s general population.

These Policy Spotlights expand on the task force’s broader reports by drilling down on specific dimensions of the challenges facing Illinois and presenting tools or recommendations to help meet those challenges. This spotlight is focused on the plummet in reporting of suspected cases of child abuse and neglect since Illinois’ stay-at-home order went into effect in March 2020.
