College affordability is an issue of major concern for students and families. Need-based aid is one way to tackle this issue, but as more students apply for grants, fewer are able to receive aid. Illinois needs to invest more in programs such as the Monetary Award Program in order to maintain college access for today's students. Student debt topped $1 trillion dollars nationally in 2013. More should be done to help borrowers manage student debt in order to maintain an accessible higher education system in Illinois.

In 2016, I reported on the narrow perspective commonly applied to the postsecondary student debt. I argued that the postsecondary student debt crisis most be analyzed considering other than the aggregate amount of postsecondary student debt. Not surprising, the rhetoric continues to focus on the aggregate amount of the debt. That narrow perspective omits other factors that were introduced in 2016 and remain valid to date. Significant factors such as affordability, borrowing patterns, tuition, and student characteristics. Postsecondary Tuition The discussion on postsecondary student debt crisis has the cost of attending college at its epicenter. However, let us consider that tuition costs vary widely among postsecondary institutions. Further, that most postsecondary students have choices regarding the institution they elect to attend, programs of study, and generally the amount of time to complete their chosen program of study. Thus, student choices have an influence on the amount of postsecondary student debt that may be incurred. However, it would be disingenuous to completely avoid discussing the cost of a postsecondary education. In this paper we explain why higher education policy discussions about college affordability must take into account a critical issue conspicuously absent from most public debate about reforming higher education financing, and student loans in particular: There is a substantial racial disparity in families’ need to borrow for college, such that black students depend much more heavily on access to loans than white families, and leave college with a great deal more in student loan debt than their white counterparts. Research indicates that family wealth has powerful impacts on college opportunities, exhibiting effects even stronger than those played by family income. Moreover, racial disparities in wealth are large, growing, and unlikely to disappear anytime soon. Black students—whose families disproportionately do not own homes or retirement accounts and who cannot rely on intergenerational transfers for support—are far more likely to borrow not only federal subsidized and unsubsidized loans, but also have fewer alternative sources of credit beyond Parent PLUS loans. Indeed, our analyses indicate that differences in parental net worth and home ownership explain a substantial portion of the black-white gap in student loan debt among young adults.
