Research brief on legislative constituent service from IGPA Wolff Intern Thomas Dowling

IGPA's Wolff intern for 2017-2018, Thomas Dowling, has prepared an academic paper exploring the effectiveness of professionalizing state legislatures for improving constituent services. He has distilled this project into a Research Brief titled "Effects of legislative funding on constituent service" to examine the effect that professionalism, a term used to describe the institutional capacity of a legislature, has on constituent service. Read the brief.

Dowling recently completed his year as Wolff intern and his undergraduate studies at the University of Illinois at Urbana-Champaign. He will continue his studies as a Rhodes Scholar and Truman Scholar at the University of Oxford in England.
